1. Installation:

Extract the contents of this archive to the directory of your choice.

2. Usage:

First off extract the FLB and the RB2 file from the archive containing them. Normally this should be gameattrib.sga. It's up to you how you do this (e.g. Corsix' extractor or use my Toolbox).
Now start the tool and set the paths for the FLB and the RB2 file. Additionally you may choose to specify a directory containing more RBFs which need to be converted and use the FLB file you chose. You need to either specify an RBF-directory or a RB2-file or both.
You should also select an output directory; the tool will extract all the files from the RB2 file to that folder (there are only RBFs inside it). You don't have to worry about the directory structure, the tool will create the required subfolders automatically. Converted RBFs from the RBF-directory you selected will overwrite themselves when converted.

If you want to use the RBFs from the RB2 for Dawn of War 2: Retribution you shouldn't check the Conversion-checkbox. Otherwise all the RBFs from the RB2 file will be converted to a pre-Retribution format so they are compatible with old versions of Dawn of War 2. The conversion process might take a while, extraction on the other hand is really quite fast.

While in theory it is possbile to create a RB2-browser, this tool only supports extracting/rebuilding all RBFs from the RB2 at once as this is the most straight-forward way of getting the data.
